Irish drone delivery operator Manna Air Delivery has officially announced the suspension of its delivery operations in Ireland, shifting its strategic focus to the United States, United Kingdom, and other international markets where regulatory frameworks are more clearly established.
Lack of National Policy Framework Cited as Key Barrier to Growth
In its official statement, Manna pointed to the absence of a national commercial drone delivery policy framework in Ireland as the primary obstacle to scaling the business. "Without such a framework, decisions can only be reviewed on a case-by-case basis at the local level, creating uncertainty around planning and infrastructure requirements," the company stated.
By contrast, the US, UK, China, and the United Arab Emirates (UAE) are demonstrating rapid regulatory progress and strong commercial momentum. Manna has already secured operating authorizations in both the US and UK, and expects to receive full operating approval in the UAE before the end of this year.
Over 300,000 Deliveries Completed, 120+ Business Partners
Since its founding, Manna has launched services across multiple Irish locations including Moneygall, Oranmore, Balbriggan, Blanchardstown, and Cork, as well as expanding to Helsinki, Finland and Texas, USA. During this period, the company completed more than 300,000 deliveries and partnered with over 120 businesses, providing communities with rapid access to groceries, meals, pharmaceuticals, and everyday household essentials.
At Blanchardstown — Manna's most established market, operational since February 2024 — nearly 90,000 deliveries have been completed to date. The company regards this milestone as clear evidence of strong community demand and the significant potential that could be unlocked in Ireland if gaps in policy, planning, and infrastructure were addressed.
Ireland to Remain R&D and Engineering Headquarters
The decision does not affect Manna's continued investment in Ireland. The country will remain the company's primary base for research and development, engineering, robotics, regulatory affairs, customer operations, and corporate functions. Manna currently employs nearly 200 people in Ireland across engineering, technology, operations, and corporate roles.
However, previously planned headcount expansions and job growth at local delivery hubs across Ireland will be placed on hold.
Founder: Hopes Ireland Will Establish a Clear Policy Pathway
Manna founder and CEO Bobby Healy commented: "This is a difficult decision because Ireland is where Manna was founded, built, and first validated. We are deeply grateful to the communities, businesses, customers, and employees who helped us prove that drone delivery can work at scale. However, without a clear national pathway for commercial drone delivery, we must concentrate our investment in markets where that pathway already exists."
Manna emphasized that this move represents a strategic pause, not a permanent exit from the Irish market. Should Ireland establish an appropriate national policy framework, Manna has indicated it would welcome the opportunity to return. The company also stated its intention to continue working with the Irish Government, the Irish Aviation Authority, and relevant local bodies to help shape a national drone framework.
Users in affected areas will be notified via the Manna app and by email, and the company will coordinate with local business partners to wind down Irish delivery operations in an orderly manner.
