SkyDrive, Tokio Marine & Nichido, and Nippon Koei Join Forces to Advance eVTOL Commercialization in Japan
Japanese eVTOL developer SkyDrive, Tokio Marine & Nichido Fire Insurance, and engineering consultant Nippon Koei have signed a tripartite cooperation agreement to conduct pre-commercialization research for eVTOL services in Japan, covering route feasibility, vertiport planning, business models, and risk management.

Highlights
- SkyDrive, Tokio Marine & Nichido Fire Insurance, and Nippon Koei signed a tripartite agreement in 2025 to conduct pre-commercialization research for eVTOL services in Japan.
- SkyDrive became Japan's first company to complete a crewed eVTOL flight in August 2020, with Tokio Marine & Nichido providing the insurance coverage for that milestone test.
- In July 2022, the three parties jointly conducted a flight route feasibility study focused on the Osaka Bay area.
- The collaboration covers four priority areas: use case selection, vertiport feasibility, business model development, and risk management and insurance planning.
- The partnership combines expertise across insurance, engineering consulting, and eVTOL aircraft development, and is considered a key industry milestone toward eVTOL commercialization in Japan.
Japanese electric vertical take-off and landing (eVTOL) developer SkyDrive, Tokio Marine & Nichido Fire Insurance Co., Ltd., and Nippon Koei Co., Ltd. have officially announced the signing of a tripartite cooperation agreement aimed at advancing the preliminary research required to commercialize eVTOL services in Japan.
A Partnership Rooted in 2020
The relationship between SkyDrive and Tokio Marine & Nichido dates back to August 2020, when Tokio Marine & Nichido provided insurance coverage for SkyDrive's first crewed eVTOL prototype test flight—making SkyDrive the first company in Japan to successfully conduct a crewed eVTOL flight.
In a joint statement, the three parties noted: "Since then, the two companies, with the support of Nippon Koei, have continued to study various issues related to the future rollout of eVTOL services, including safety assurance, public acceptance of eVTOL technology, and the establishment of operational infrastructure to support regular eVTOL flights." Notably, the three parties had already conducted a joint feasibility study on flight routes in the Osaka Bay area in July 2022.
Four Key Areas of Collaboration
Under the agreement, the three companies will jointly conduct research and assessment across four priority areas:
- Target Region and Use Case Selection: Identifying flight routes and operational scenarios that effectively address regional transportation challenges and meet tourism demand.
- Vertiport Feasibility Studies: Planning vertiport locations, investigating maintenance and operational approaches, and clarifying relevant legal requirements including building codes, fire regulations, and permit application procedures.
- Business Model Development: Exploring potential eVTOL applications, establishing sustainable revenue models, and actively engaging with local governments and relevant regulatory authorities.
- Risk Management and Insurance Planning for Safe Operations: Conducting risk assessments for demonstration flights and future commercial operations, formulating appropriate insurance and liability frameworks, and establishing comprehensive safety management systems.
Spanning expertise in insurance, engineering consulting, and aircraft development, the tripartite collaboration is widely regarded by the industry as a significant milestone on the path toward eVTOL commercialization in Japan.
