The European Commission has formally launched the disbursement of €3.9 billion as the opening payment of an approximately €6 billion dedicated drone procurement fund for Ukraine, which includes funding for interceptor drones.
In an official press release, the Commission stated: "This disbursement follows the first payment of €3.2 billion made to Ukraine by the Commission on 25 June under a dedicated Macro-Financial Assistance instrument. Von der Leyen: Supporting Ukraine's Innovation Capacity
European Commission President Ursula von der Leyen said: "Ukraine's capacity for innovation is at the heart of its successful resistance against Russia's full-scale invasion, and this is what we want to support. Today, we are disbursing the first €3.9 billion for advanced drone technology to strengthen Ukraine's defence capabilities, with more to follow. These investments will help Ukraine protect its citizens, defend its sovereignty, and reinforce European security as a whole. Europe will stand firmly with Ukraine until a just and lasting peace is achieved."
The €90 Billion Ukraine Support Loan Framework
The disbursement forms part of the broader €90 billion Ukraine Support Loan, which runs from 2026 to 2027. Of the total, €30 billion is allocated to budget support, with the remaining €60 billion designated for defence assistance.
In 2026, €28.3 billion of the €60 billion defence package will be prioritised to strengthen Ukraine's defence industrial production capacity. Subsequent disbursements will continue to cover drone procurement while progressively expanding into ammunition, missiles, and air defence systems.
