EU Commission Proposes Five Joint Defence Projects, C-UAS Investment to Reach Up to €5 Billion
The European Commission formally proposed five European Defence Projects of Common Interest (EDPCI) on July 3, 2026, covering drones and counter-drone systems, maritime and seabed defence, space, air and missile defence, and eastern flank security. Counter-UAS (C-UAS) investment is projected to reach €3.5–5 billion by 2033, with €325 million allocated under the European Defence Industry Programme (EDIP) to support initial deployment.

Highlights
- The European Commission proposed five EDPCI joint defence projects on July 3, 2026, covering C-UAS, maritime, space, missile defence, and eastern flank security.
- EU counter-drone (C-UAS) investment is projected to reach €3.5–5 billion by 2033, highlighting the strategic priority placed on drone threat mitigation.
- The European Defence Industry Programme (EDIP), with a total budget of €1.5 billion, has allocated €325 million for initial EDPCI deployment based on a March 30, 2026 work programme.
- After Commission proposals, the EU Council will formally establish the EDPCIs and confirm participating countries, objectives, and investment scales before funding is released.
- The EDIP funding is intended to bridge early deployment costs and lay the foundation for further financing through the forthcoming European Competitiveness Fund.
EU Commission Proposes Five Joint Defence Projects, C-UAS Investment to Reach Up to €5 Billion
The European Commission on July 3, 2026, formally put forward five large-scale joint defence initiatives known as European Defence Projects of Common Interest (EDPCI). The proposals aim to help EU member states strengthen collective defence capabilities through the co-development of critical military systems.
Five Priority Areas
According to the Commission's statement, the five industrial projects focus on the following priority domains:
- Drones and counter-drone systems (C-UAS)
- Maritime and seabed defence
- Space
- Air and missile defence
- Strengthening security on the EU's eastern flank
The Commission noted that these projects were developed in response to a call for "expressions of interest" issued to member states, inviting them to submit project proposals that could qualify as EDPCIs.
Counter-UAS Investment Scale
Under the current plans, EU investment in counter-drone systems is projected to reach €3.5 billion to €5 billion between now and 2033, reflecting the bloc's strong emphasis on building robust defences against drone threats.
EDIP Funding for Initial Deployment
Within the framework of the European Defence Industry Programme (EDIP)—which has a total envelope of €1.5 billion—the Commission has allocated €325 million, in line with the work programme published on March 30, 2026, specifically to support the establishment and initial deployment of the EDPCIs.
Next Steps and Funding Roadmap
The Commission indicated that the Council of the EU will next deliberate on the formal establishment of the EDPCIs, confirming the objectives, characteristics, participating countries, and expected investment volumes for each project. Once the Council adopts the list of EDPCIs, the relevant projects will be eligible to apply for EU funding through EDIP via a dedicated procedure.
The Commission added: "This funding will support the initial deployment of the projects and lay the groundwork for future financing through the upcoming European Competitiveness Fund."
This proposal marks a significant step forward in EU defence industrial integration and joint investment—particularly given the rapid evolution of drone technology and counter-measures in the current strategic environment.
