Finnish Border Guard Develops Anti-Drone Patrol Boats and Vehicles

The Finnish Border Guard (Rajavartiolaitos, abbreviated RAJA) has announced it is developing patrol boats and vehicles equipped with counter-drone capabilities, alongside complementary smart network and data integration solutions.

System Architecture and Objectives

On June 25, RAJA stated: "In the target state, the overall system will be based on fixed surveillance and response systems, combined with counter-drone equipment for patrol units, as well as protective vehicles and patrol boats with anti-drone capabilities that can be deployed nationwide." The system is designed to be interoperable with the existing systems of other security authorities.

Procurement Plan and Timeline

RAJA has launched a procurement process for anti-drone-capable patrol vehicles and patrol boats, and has secured the corresponding funding. These vehicles and boats will be used for national border security missions, surveillance and protection of territorial integrity, and safeguarding critical infrastructure.

RAJA will initially procure evaluation versions of the patrol vehicles and patrol boats, while simultaneously building out smart network solutions and data integration with management systems. Evaluation testing is scheduled to take place between 2027 and early 2028, after which preparations will begin for procurement of the full production series.

Industrial Partners and Technical Roles

The patrol vehicles and patrol boats will be equipped with identical capabilities, equipment, and systems. The complete solution will be planned and supplied by a Finland-Nordic industrial consortium led by RAJA:

• Marine Alutech Oy: Supplies protected patrol boats with anti-drone capabilities
• Saab AB: Supplies equivalent patrol vehicles, built on the Sisu GTP platform
• Nokia Oyj: Provides smart network solutions
• 61N Solutions Oy (a Finnish domestic company): Responsible for data integration with the Finnish Border Guard's and other security authorities' management systems

Contract Status

RAJA signed a formal contract with Marine Alutech Oy on June 25, and signed letters of intent with Saab AB and Nokia Oyj. All parties have agreed to target completion of supply contracts by end of 2026. The Finnish Border Guard has separately entered into a contract with 61N Solutions Oy.

This initiative signals Finland's proactive steps to strengthen border security and counter drone threats, while advancing the indigenization of critical technologies through a domestic and Nordic industrial alliance.
