Romania Bolsters Air Defenses: Merops Counter-UAS System Integrated and SHORAD-VSHORAD Deal Signed with Rafael
Romania has formally integrated the U.S.-supplied Merops counter-drone system into its army's defensive capabilities and, on June 25, signed a framework agreement with Israel's Rafael Advanced Defense Systems to procure multiple SHORAD and VSHORAD short-range air defense systems. The acquisitions aim to build comprehensive protection against aerial threats including drones and cruise missiles.

Highlights
- Romania has formally integrated the U.S.-supplied Merops counter-UAS system — developed by Perennial Autonomy and powered by AI — into the Romanian Army's operational capabilities after completing testing and validation.
- On June 25, Romania's General Directorate of Armaments signed a framework agreement with Israel's Rafael Advanced Defense Systems through CN Romtehnica SA for multiple SHORAD and VSHORAD air defense systems.
- The procurement package includes one integrated SHORAD-VSHORAD system, three VSHORAD systems, one SHORAD system, one training system, and one operator simulation system.
- The acquisitions are designed to protect Romanian Army assets against aerial threats including drones and cruise missiles, strengthening the country's overall layered air defense architecture.
Romania Bolsters Air Defenses: Merops Counter-UAS System Integrated and SHORAD-VSHORAD Deal Signed with Rafael
Romania has formally integrated the Merops counter-drone system — provided by the United States under a bilateral strategic partnership framework — into the Romanian Army's defensive capabilities.
Merops Counter-UAS System Enters Operational Service
Prior to entering active service, the system underwent the necessary testing, evaluation, and operational validation phases. The Merops intercept system, developed by Perennial Autonomy, is built around an artificial intelligence algorithm and is specifically designed to detect, track, and destroy small aerial targets operating at low altitudes.
Framework Agreement Signed with Israel's Rafael for SHORAD-VSHORAD Procurement
Separately, Romania's Ministry of National Defense announced on June 25 that the General Directorate of Armaments, acting through CN Romtehnica SA, has formally signed a framework agreement with Israel's Rafael Advanced Defense Systems Ltd for the procurement of SHORAD (Short-Range Air Defense) and VSHORAD (Very Short-Range Air Defense) systems.
The procurement package under the agreement includes the following items:
- One integrated SHORAD-VSHORAD air defense system
- Three VSHORAD air defense systems
- One SHORAD system
- One training and education system
- One simulation system for the assessment and evaluation of VSHORAD operators
Objective: Comprehensive Defense Against Drones and Cruise Missiles
The SHORAD-VSHORAD procurement program is designed to equip the Romanian Army with defensive systems capable of effectively countering a broad range of aerial threats, including drones and cruise missiles, further consolidating Romania's overall air defense architecture.
